The international technical assistance project “Building capacity in evidence-based economic development planning in Ukrainian oblasts and municipalities” (EBED project) is aimed at building the capacity of oblast state administrations and executive offices of city councils in local economic development planning using the tools of quantitative analysis and forecasting.
It is a five-year project: from March 2010 to February 2015. Geography of the project covers the Dnipropetrovsk and Lviv oblasts. EBED project participants are the cities of Lviv, Drohobych and Chervonohrad in Lviv oblast and the cities of Dnipropetrovsk, Kryvyi Rih and Nikopol in Dnepropetrovsk oblast.
The beneficiaries of of the Project at the central level are the Ministry of Economic Development and Trade of Ukraine, the Ministry for Regional Development, Building and Housing of Ukraine and the recipient at the central level is the National Academy of Public Administration under the office of the President of Ukraine. At the local level the project cooperates with Dnipropetrovsk and Lviv regional state administrations and municipalities of cities participating in the project.
The EBED Project will build the capacity of oblast state administrations experts and experts of executive offices of city councils to collect and analyze socio-economic indicators, develop and use the demographic, economic and fiscal forecasts, as well as local economic development planning on the basis of quantitative research results. Another focus of the project is building capacity of the Academy of Public Administration under the office of the President of Ukraine to teach the use of tools of quantitative analysis and forecasting in local economic development planning.
Gender zeal and environmental protection are two cross-cutting topics of research within the EBED project. They will include gender-based economic analysis and development of gender budgets for the two pilot cities in order to develop gender-sensitive economic policies of the local economic development. Analysis of environmental impact on the economic development of regions and cities participating in the project is also expected as well as its consideration in the process of local economic development planning.
EBED project together with specialists of regional state administrations and municipalities will provide competitive benchmarking and develop the demographic, economic and fiscal models and forecasts for oblasts and cities taking part in the project. Based on the results of research and consultations with stakeholders and the public, complex analytical reports will be prepared and existing policies and plans for local economic development will be upgraded.
Project realization will allow the participating oblasts and municipalities to determine the evidence-based priorities and create realistic strategy for local economic development. This will greatly strengthened their ability to attract and manage budget funds, donor aid, loans and investments.
The EBED project is managed by the Conference Board of Canada (www.conferenceboard.ca) – the largest no-profit organisation in Canada engaged in applied research in public policy, economic development and human resources. The project is funded by the Government of Canada.
